Available HART Positions

Agreements Arbiter and Manager/Insurance Risk Manager

Annual Salary Range: $59,736 to $88,020

Duties: This position has two major responsibilities in support of the Rail Project. First, the position serves as the manager of third party agreements between HART and outside agencies. These contracts are distinguishable from HART agreements with designers, construction contractors and professional firms. A non-exhaustive list of examples of “3d party agreements” are: Memoranda of Understanding with various departments within the State of Hawaii and the City and County of Honolulu, certain agreements with private and public Utilities, private landowners and their developers, non-profit entities, and agreements relating to easements. Secondly, the position is responsible for overseeing and managing the Owner Controlled Insurance Program (OCIP) and other sponsored insurance coverage for HART, including contractor compliance with contract mandated coverage. The incumbent assists in negotiating and is responsible for tracking, updating, renewing and managing these agreements.

Minimum Requirements: J.D. or equivalent degree or experience; at minimum, a Bachelor’s or higher degree with relevant experience in contract management, project management and insurance risk management. Minimum 5 years of experience in contract law, preferably in government contracting, or management of large scale, complex engineering and construction projects with participation by multiple agencies and jurisdictions. Working knowledge and proficiency with computers and related software applications, such as spreadsheets, word processing and graphics. Strong organization, communication, analytical and conceptual skills. Effective interpersonal skills. Must be able to work with different disciplines and management levels, within and outside the agency; Effective negotiation skills, able to direct, monitor and accomplish goals.
